State of the Skies

This is a relatively minor update that improves the UX by having options that are too expensive crossed out (I don't want them hidden altogether). There is also a LITTLE more alignment of images and descriptions (e.g. the Cranelands) - I don't think I ever want this to be too tight, but we'll see. 

Recent updates have mostly pulled together content from an earlier Twine-based Shrike Voyage Generator and the Heterotopia Hooks roll tables, and added more images of cities.
